Quantifying DER Impacts
The NSPM provides guidance on identifying what benefits and costs should be accounted for in a jurisdiction’s primary cost-effectiveness test, whereas the MTR handbook provides technical information on how benefits and costs of DER investments can be quantified (monetized or otherwise), with links to resources and tools.
The OpenBCA Tool will be based largely on calculation and accounting methodologies from NESP’s MTR Handbook and other key BCA resources for assessing each DER value stream.
